Session Recap
The 2026 Oregon Legislative Session convened on February 2nd and ended on March 6th. Legislators took up some controversial issues for the short session, including disconnecting from certain provisions of the federal tax code, funding renovations to the Moda Center to keep the Trailblazers in Portland, and moving the election date of the transportation tax referral from November to May.
Oregon REALTORS will be releasing a full legislative report describing our positions on and the outcomes of bills that we tracked during the session. We also invite you to join us for a webinar recapping the legislative session on March 20th from 10:30 am to noon. Some highlights include:
- SB 1513 passed, delaying until July 1, 2027, the prohibition on using the terms “realty” and “real estate” in team names.

HB 4035 passed, enabling more cities to utilize the one-time urban growth boundary (UGB) expansion tool created by SB 1537 (2024) and increased the maximum allowable acreage that can be brought into a UGB through this process.

HB 4136, eliminating the mortgage interest deduction for second homes, failed to pass.

HB 4153 passed, allowing “farm stores” on certain lands zoned for exclusive farm use

HB 4128 passed, requiring large institutional investors (those owning more than 2500 homes) to wait 90 days before purchasing or offering to purchase homes listed for sale.

The legislature increased funding for housing programs at Oregon Housing and Community Services, including programs for affordable housing preservation, downpayment assistance, and development of affordable homes for purchase.
